Vermont recently quietly become the first state to really do it as governments throughout America are ready to start funding the purchase of e-bikes to wean people off of autos.
According to their income level, thousands of citizens in the Green Mountain State are now qualified for a new point-of-sale refund that provides them up to $400 toward the purchase of a brand-new pedal-assist bicycle as of July 1.
The creative pilot program, which was just authorized as a component of a larger initiative to reduce greenhouse gas emissions in the state, is specifically intended to “reduce vehicle miles driven in personal autos.”
In fact, between 35 and 50 percent of rides on e-bikes purchased with government incentives replace travels in a car, according to past data, so they should be successful.
Incentives for e-bikes have multiplied on a local and regional level across America in recent years, but initiatives to offer discounts statewide have not yet begun to put subsidized bikes in the hands of consumers.
While rebates in Massachusetts, Colorado, Hawaii, and Connecticut have also been signed into law and funded by lawmakers, they haven’t quite started to provide discounts yet. Another well-publicized $10 million effort to promote electric cycling in California, for example, only appointed an administrator last week.

Bielecki admits that structural considerations are probably a large part of why Vermont’s e-bike rebate was approved so quickly.
The New England municipality is the second-smallest in America, with only 624,000 inhabitants, and it already had five active local e-bike incentives before the state simplified them all into one program, according to a national tracker from the Transportation Research and Education Center.
That implies that many Vermonters have already reserved their seats, and the new pilot funding will be able to go a little farther.
Two new financial incentives are available to Vermonters to assist with the expense of acquiring e-bikes!
The state of Vermont offers up to $400 in incentives for the purchase of an e-bike.
Furthermore, several Vermont energy providers are providing up to $200 off the purchase of an e-bike.

The State of Vermont program differs from other refund schemes in a number of ways.

There is no upfront documentation needed for taxes! This Vermont Purchase Attestation Form must be completed. Candidates just state their respective income levels. If your application is audited, you can supply tax information OR provide the State of Vermont Tax Dept. your permission to send state tax information to VTrans.
The governmental incentive is in addition to any utility incentives already in place. Thus, a maximum of $600 can be deducted off the cost of your e-bike.
If you purchase your e-bike from a participating merchant (in the Upper Valley, Red Clover Bikes and VT Bike & Brew), you can accept the incentive “at point of sale” rather than waiting for a rebate.
There are TWO TIERS of support based on your income: $200 or 30% of the cost of the e-bike, or $400, not to exceed 50% of the cost.
If you are prepared to wait for a reimbursement (and apply within 60 days after purchase), the incentive can also be utilized to:
- Buy a bike online!
- Purchase a bike from a merchant in New Hampshire or Vermont who is not on the list of participating retailers.
- The e-bike you buy must have a 750w or less motor. This guarantees that the incentives are used for e-bikes rather than electric motorcycles.
- Purchase a conventional bike that has been converted by a bike shop if the conversion is completed at the time of purchase, with the bicycle and conversation kit on the same receipt.
Can I deduct the cost of my e-bike from my taxes?
E-bike purchases are eligible for a 30% refundable tax credit, up to $1,500. Except for those with motors more than 750W, all three types of e-bikes are eligible for tax benefits. Individuals with lesser incomes will be able to claim the credit because it is completely refundable.
Is there going to be an ebike tax credit in 2022?
President Joe Biden’s original Build Back Better proposal contained a refundable tax credit worth 30% of the purchase price of a new e-bike, up to $1,500. However, at the end of the day, Senator Joe Manchin (D-WV) had the ultimate say, and the e-bike tax credit was repealed.
Why is Vermont offering incentives on electric bikes?
In order to cut down on the number of miles driven in personal vehicles and the greenhouse gas emissions they produce, the State of Vermont provided customers with a temporary incentive scheme for the purchase of qualified electric bicycles.
Section 28 of the 2021 Transportation Bill (Act 55) established this program, and Section 28 of the 2022 Transportation Bill approved extra financing and changes to the program’s standards (Act 184).

1.Burlington Electric Department
Municipally owned Burlington Electric Department is renowned for its cutting-edge initiatives. In the spring of 2018, VBike and Local Motion unveiled this ground-breaking program after working with the utility for a year to explore the prospect of e-bike refunds. 2. Green Mountain Power
About a year after the Burlington Electric Department started offering its refund option, the people at Green Mountain Power decided to start offering one in May 2019.
The key factor in this case is that GMP has over 265,000 members and covers almost all of Vermont.

Barton Village, Village of Enosburg Falls, Hardwick Electric Department, Village of Jacksonville, Village of Johnson, Ludlow Electric Light Department, Lyndonville Electric Department, Morrisville Water & Light, Northfield Electric Department, Village of Orleans, Swanton Village are all covered by the VPPSA e-bike rebates.
4. Washington Electric CO-OP
Incentive amount is restricted to $200 or 50% of the purchase price; only available on new e-bike purchases.
• Present receipts as evidence of purchase.
• Only WEC members are eligible for this reward.
• Valid until December 31, 2020, unless otherwise terminated or changed.
How can I earn my Vermont State ebike Incentive?
An applicant must acquire an eligible new or used vehicle from a partnering dealership or request a prepaid clean mobility card to be eligible for the incentive.
Rebate incentives will be added to the down payment of the car when claimed at a dealership, and funds will be delivered to dealerships following inspection and approval.
After final approval, users who claim a prepaid clean mobility card will get a “PEX” debit card in the mail.
A completed and signed Consumer Attestation Form is required for all applications. This form serves as the consumer’s confirmation that they are eligible for the rebate based on the Program Guidelines and Terms & Conditions. The name on the form must correspond to the name on the certificate of residency and supporting documents.
